You don't need to over saturate after you expand though. One getting resources, one putting resources in your base and one between the two. The more units on there, the more you get. The correct answer is keep building workers until you get your expansion up and then transfer the excess workers to the new base. Oversaturating minerals at a base for a while is fine as when you move them to the new base you will get a TON more income without having to wait to build workers.
Then you can set the rallies from both bases to the new patches and keep on making workers. Basically never not making workers is the rule. So the answer is infinite. Keep making them, don't ever stop. So you are always ready to transfer to your next base.
But only 3 in each gas. Unless you have a very specific reason not to do that, 3 in gas. Basically never have more than workers unless you have like 4 or 5 mining bases which never ever happens.
I stop around 20 or when I have enough minerals coming in to constantly be producing a unit, or two, on my 4 racks. Basically, only get enough workers to sustain what you want to make because spending minerals and supply to make more workers when the end result is just stockpiled minerals is a huge waste. If you need to know if you have enough workers and should cut their production, a rule of thumb is to have 2 to 3 saturated bases.
Terrans, thanks to MULEs, can get away with closer to 2. Just pick a rule - say, 2 saturated bases and some activity to grab the third - and go ahead.
